The staff of the Office of African American Affairs are dedicated professionals committed to advancing equity, opportunity, and representation for Black communities across New Mexico. Through collaboration, advocacy, and community engagement, they work to address systemic challenges while uplifting voices, supporting youth and families, and fostering meaningful change. With a shared passion for service and impact, our team brings diverse expertise and a deep commitment to empowering the communities we serve.
OAAA staff members serve communities in every region of New Mexico, from large metropolitan areas to rural communities and frontier counties. The agency's work extends far beyond its offices through direct engagement with schools, businesses, community organizations, local governments, faith-based institutions, and residents across the state.
Whether facilitating educational initiatives, supporting community events, providing technical assistance, conducting outreach, or helping connect individuals and organizations to available resources, OAAA staff are committed to meeting people where they are. Our team regularly travels statewide to participate in conferences, listening sessions, community meetings, youth programs, cultural celebrations, and economic development activities.
Staff members also collaborate with state agencies, elected officials, nonprofit organizations, and private-sector partners to identify needs, develop solutions, and strengthen opportunities for African American New Mexicans. Through these partnerships, OAAA helps build bridges between communities and the services, programs, and decision-makers that can support meaningful progress.

Gene Grant serves as Executive Director of the Office of African American Affairs, bringing decades of experience in public affairs, media, and community advocacy. Widely recognized as one of New Mexico’s most trusted voices, he spent nearly 20 years as the host and editorial leader of New Mexico in Focus, where he facilitated critical conversations and elevated diverse perspectives across the state. Prior to his appointment, Gene served as Chief Program and Policy Officer at Animal Protection New Mexico, further strengthening his expertise in legislative advocacy, coalition building, and community engagement. In his role as Executive Director, Gene leads statewide efforts to advance equity, economic development, education, and overall well-being for African American communities throughout New Mexico. With a lifelong commitment to representation and inclusive dialogue, he continues to bring people together, amplify voices, and drive meaningful progress across the state.

Charles Reado grew up in the small southern town of Alexandria, Louisiana. He is the twelfth sibling of thirteen brothers and sisters. He is married to Lynda of 21 years and they have 4 adult children combined and 5 grandchildren. He moved to New Mexico, “The Land of Enchantment” in 1987. He attended college at TVI now CNM then transferred to New Mexico Highlands University where he earned a bachelor’s and master’s degree in social work. He later went back to graduate school at the University of Phoenix and received a MBA (Masters in Business Administration). Most of his adult life has been dedicated to a career of public service, while leveraging his knowledge, skills and abilities to improve the lives of children, families, and communities. As a marine, he took an oath to support and defend the Constitution of the United States against all enemies, foreign and domestic. As a law enforcement officer, he took an oath to protect and serve the community. As a firefighter, he took a pledge to demonstrate concern for the safety and welfare of all others in need. As a social worker for CYFD, he pledged to improve the quality of life for all the children in New Mexico. Likewise, as the new Deputy Director for the State Office of African American Affairs, he pledges to be transparent, truthful, and committed to be your advocate and voice for change.

Angelica is currently positioned as a Business Operations Specialist for the New Mexico Office of African American Affairs. She has called Albuquerque, New Mexico home all her life. She is the second oldest of three siblings. Angelica is a proud mother of two young boys. She is a graduate of Albuquerque High School. She received her certificate in Business Administration. Angelica’s work experience within Hospitality, Military Air Force Bases, and AF Child Services. She has over 15 years of experience in budgeting, financing, hospitality management, resource management, accounting, and childcare. Angelica has a passion for making changes for our children’s future. She pledges to be transparent, truthful, and committed to her roots, the New Mexico culture. Angelica is excited to continue her services to serve the African American community in New Mexico.

Gene is currently positioned as a Budget Analyst for the New Mexico Office of African American Affairs. He has called New Mexico home all his life. His father Gene Sr. retired here from active military service in the Air Force. He is second oldest of four siblings. Gene is a proud father of three children. He is a graduate of Manzano High School. He has received his certificate in Business Administration from CNM in 2023 and is currently pursuing his bachelor’s degree in Business Administration. Gene’s work experience within the State agencies have included New Mexico Retiree Healthcare Agency and General Services Division. He has over 20 years of experience in budget and finance work. Gene also has worked as a supervisor for Patient Care Advocates in the healthcare industry. As the Budget Analyst for the State Office of African American Affairs, he pledges to be transparent, truthful, and committed his internal and external customers. Gene is excited to continue his public service is eager to serve the African American community in New Mexico.

Jordan Locke serves as Program Supervisor for the New Mexico Office of African American Affairs, where he oversees statewide initiatives focused on education, health advocacy, economic empowerment, and community engagement. A graduate of Sandia High School, Jordan attended Grambling State University, where he was a member of the men's basketball program, and earned a Bachelor of Science in Organizational Leadership from Colorado State University Global. A dedicated community leader and proud member of Omega Psi Phi Fraternity, Inc., he is passionate about creating opportunities, developing future leaders, and strengthening communities through service and collaboration. Guided by the principle of “lifting as we climb,” Jordan strives to be a bridge builder who connects people, resources, and opportunities to create lasting impact across New Mexico. He is also a proud father of two, Kingston and Jade, and enjoys traveling, golfing, basketball, and spending time with family and friends.

Teresa Robinson is the owner of Graphicbliss LLC, a multifaceted production company specializing in branding, entertainment, and events that challenge the status quo in New Mexico. Through her company, she leads The Bliss Effect Brand and Entertainment Management, PRIDE & Equality Magazine, and New Mexico Entertainment Magazine—working with businesses and individuals to elevate their voices through design, media, and strategic marketing. With decades of experience in publishing, production, and event creation, Teresa has produced numerous high-profile events and interviewed notable figures across the entertainment industry. She is also the creator and host of New Mexico Entertainment Television. In her role as Special Projects Manager for the Office of African American Affairs, Teresa brings her creativity, leadership, and passion for community engagement to support impactful initiatives across the state. She is excited to serve as an asset to the community and continue uplifting voices, creating opportunities, and driving meaningful change in New Mexico.
