Background

Jacqueline Thomas is a seasoned health and administrative professional with over 25 years of progressive leadership experience across federal agencies, healthcare systems, and community-based organizations. A proud U.S. Army Veteran, Jacqueline has built her career at the intersection of health advocacy, operations management, and service delivery — always with a fierce commitment to equity, excellence, and empowerment. Currently serving as the Health Advocacy Coordinator for the New Mexico Office of African American Affairs, Jacqueline leads initiatives that address health disparities and amplify culturally competent care for our BIPOC communities. Her work bridges public health strategy with grassroots engagement, driving change through partnerships, policy advocacy, and education. Jacqueline’s extensive career includes leadership roles with the Department of Veterans Affairs, USDA Forest Service, and Presbyterian Medical Services, where she led multimillion-dollar projects, managed healthcare operations across rural communities, and championed workforce development. Her skillset spans project management, regulatory compliance, and financial stewardship, all grounded in a community-first mindset. She holds a Bachelor’s in Health Administration and Master’s degree in Business Administration with a concentration in Healthcare Management, and is currently pursuing her Doctorate in Healthcare Management and Leadership from Colorado Technical University. A lifelong learner and servant leader, Jacqueline is certified in emergency management, contracting, and interagency operations. Outside of her professional work, Jacqueline is the Founder and CEO of Vet-HER-an Enterprises, LLC, a nonprofit organization dedicated to supporting Veterans, LGBTQ+ youth, and their families by securing stable, dignified housing and helping them transition off the streets. She is also a proud and active member of several service-based organizations, including Kappa Epsilon Psi Military Sorority, Sigma Gamma Rho Sorority, the New Mexico Maternal Mortality Review Committee, and Women Veterans of New Mexico. Jacqueline’s deep-rooted commitment to cultural leadership, mentorship, and community advocacy continues to position her as a powerful and trusted voice for equity and transformation.
